What I have found to be the easiest technique to learn Latin American Spanish is to practice speaking on a regular basis.  If you cannot find anybody to have a conversation with, you can get good practice by using software that teaches the language by using conversations and various lessons.  Some programs are better than others, so you’ll want to make sure that the program offers vocabulary, grammar and conversation lessons.  It is also important that the program teaches pronunciation, as it is best to speak the words properly when you are first learning them.  One of the most impressive software programs that I have come across is Rocket Spanish, because it is a complete package and offers a free week-long course so that you can get an idea of what the full course has to offer and learn some of the basics of Spanish.

If you have friends who speak Spanish they might be willing to help you learn Latin American Spanish.  If you ask if you can practice speaking Spanish with them, this simple question can get you hours of practice speaking conversational Spanish and help you learn how to describe your day-to-day events.  Many of my friends from Latin America have been very helpful and more than willing to practice speaking with me.  Some have even begun to speak to me only in Spanish, which is great because it forces me to hold entire conversations in Spanish.

When you can have a full conversation with someone in Spanish, you will learn much more rapidly than you learn by simply memorizing phrases and putting them together.  Conversation practice is critical to really learning Spanish.  The most effective way to learn Latin American Spanish through conversation is to visit a Latin American country and be fully immersed in the language.  This experience will force you to learn how to communicate with people using the Spanish language.  Though it can be uncomfortable, you can be certain that you will learn the language quickly.  This is because you will be constantly using all of the Spanish you already know, while learning new words and phrases all the time.

There are many programs in South and Central America that allow you to take one-on-one or group classes that are entirely in Spanish.  These classes are excellent because they give you both a grammatical base and lots of opportunities to practice speaking with your instructor and your classmates (if you have them).  You can also add to your immersion experience by staying with a host family in the country where you study.  In this way, you will be speaking Spanish every day and every night and will get much more out of your time in the country, allowing you to learn Latin American Spanish very quickly and easily.
